]]> Comment on What Is Maoism? by sunil http://parisar.wordpress.com/2009/11/10/what-is-maoism/#comment-6176 sunil Sat, 14 Nov 2009 12:57:13 +0000 http://parisar.wordpress.com/?p=580#comment-6176 कहीं हरियाणा में कोई सिंगूर या नंदीग्राम तो नहीं बन जाएगा। कुम्हारिया न्यूक्लियर पॉवर प्लांट के विरोध में उठते स्वर! आज यहां कुम्हारिया - गोरखपुर -काजलहेड़ी व इलाके के अन्य लोगों ने संयुक्त रुप से जारी एक प्रैस ब्यान में कहा कि हम यहां न्यूक्लियर प्लांट नहीं चाहते, जमीन हमारे जीवनयापन का साधान है उसे हम हरगिज़ किसी भी हाल में नहीं देंगे। ज्ञात रहे कि भारत-अमेरिका परमाणु समझौते के बाद केन्द्र सरकार द्वारा 7 न्यूक्लियर पॉवर प्लांट को हरी झंडी मिल चुकी है जिसमें हरियाणा में फतेहाबाद जिले का कुम्हारिया परमाणु उर्जा प्लांट भी शामिल है। इसके अलावा एक प्लांट महाराष्ट्र के रतनगिरी जिले में भी प्रस्तावित है जहां पहले से ही इसका पुरजोर विरोध चल रहा है। हरियाणा के लोग भी अपने आन्दोलन का बिगुल फूॅंक चुके हैं। 19 अप्रैल को लोगों ने एक बड़ी बैठक कर अपने आन्दोलन की घोषणा की भी जिसमें दिल्ली से एक बुद्धिजीवी पीयूष पंत (लोकसंवाद पत्रिका के संपादक) व पब्लिक एजेण्डा से एक पत्रकार अजय प्रकाश बतौर वक्ता शामिल हुए थे। पीयूष पंत के अनुसार यूरेनियम से बिजली बनाना केवल खतरनाक ही नहीं बल्कि अन्य साधनों से कहीं ज्यादा मंहगा भी है। उन्होंने लोगों को बताया कि यूरेनियम कचरा जो प्लांट से निकलेगा रेडियेषन पैदा करता है जिसे किसी भी वैज्ञानिक तरीके से नष्ट नहीं किया जा सकता। इसलिए उस कचरे को भूमि के नीचे दबा दिया जाता है इसके बाद भी वह 10,।000 साल से भी अधिक समय तक रेडियेशन के रुप में अपना प्रभाव छोड़ता रहता है। श्री पंत की बात पर गौर किया जाए तो वे बताते हैं कि तारापुर (राजस्थान) और जादूगोड़ा (झारखण्ड) की यूरेनियम खदानों पर हुए सर्वेक्षण में यह पाया गया कि यदि अन्य इलाकों में 10 लोग कैंसर से प्रभावित हैं तो यूरेनियम प्रभावित इलाके में ढाई गुणा यानि 25 केस पाए जाते हैं। इसके अलावा इससे चर्मरोग व टयूमर की गाॅंठंे और अन्य बिमारियाॅं बड़ी मात्रा में फैलती हैं। इलाके में महिलाओं को गर्भपात की समस्या व जन्मजात विकलांगता की दर भी ऐसे इलाकों में अन्य के मुकाबले कहीं ज्यादा है। इसके अतिरिक्त यह प्लांट में हैवीवाॅटर प्रैषराईज़्ड रिएक्टर इस्तेमाल किए जाएंगे जो पूर्णतः पानी के दबाव पर आधारित है। ऐसी स्थिति में पानी और जमीन दोनों के संक्रमित होने का भय बना रहता है। चूंकि वही पानी बाद में खेतों की सिंचाई में प्रयोग होगा। साथ ही घास-फूस व फसलों की उत्पादकता में कमी आएगी और गुणवत्ता पर बुरा असर पड़ेगा। गांव के लोगों दानाराम, हंसराज आदि का कहना है कि यदि सरकार अधिग्रहण प्रक्रिया षुरु करती है तो हम इसका पुरजोर विरोध करेंगे। लोगों ने इस पूरे मामले को लेकर राष्ट्रपति , प्रधानमंत्री, ग्रहमंत्री व मुख्यमंत्री सहित हरियाणा विधानसभा के सभी विधायकों को 500 से ज्यादा लोगों ने संयुक्त अपील पर हस्ताक्षर करके इस परियोजना को रोकने की मांग की है। इस अपली की प्रतियां सुप्रीम कोर्ट, हाई कोर्ट व मानवाधिकार आयोग को भी भेजी गई हैं। जिसमें इस बात का हवाला देकर की यहां की जमीन और पानी दोनां पर उनका संवैधानिक अधिकार है और यह उनकी आजीविका का साधन है। लोगों ने इस मामले में कोर्ट व मानवाधिकार आयोग को हस्तक्षेप करने की व परियोजना को रुकवाने की मांग की है। इसके अलावा ऐसी ही अपील माननीय राज्यपाल हरियाणा को भेजी गई है। विधायकों से विषेष तौर पर सवाल किया गया है कि यदि वे जनसेवक व जनहितैषी हैं तो विधानसभा में मामले को उठांए और हमार साथ दें। लोगों ने कहा कि हम सभी राजनैतिक पार्टियों , जनसंगठनों, धार्मिक संस्थाओं , गैर सरकारी संगठनों, छात्र संगठनों व अन्य संघर्षषील लोगों, जनवाद पसन्द बुद्धिजीवियों से सहयोग व समर्थन की मांग करते हैं। यह प्रैस बयान दानाराम, जोधाराम , कृष्ण कुमार, जोधा राम, हंसराज, सुनील, बलबीर सिहं आदि ने सयुंक्त रुप से जारी की। कहीं हरियाणा में कोई सिंगूर या नंदीग्राम तो नहीं बन जाएगा। कुम्हारिया न्यूक्लियर पॉवर प्लांट के विरोध में उठते स्वर!

An almost unprecedented mass-upsurge has been sweeping over West Bengal for the last three years…as evident from the experiences of Singur, Nandigram,and Lalgarh. Realising that their life and occupation are being endangered in the name of ‘development’,the downtrodden have stood up and built up massive protest movements, not led by any party or or individual, but out of their own initiative. Consequently all the forts of conspiracy and persecution of the autocracy are being shattered. In this context the Central Government, the selfstyled ‘nationalists’, and the State Government, the self-styled ‘communists’, have joined hands to impose anew devastating state-terror in Lalgarh. The Joint Force have been persecuting the vast masses of people, conducting wanton plunder and destruction. People have to leave their homes and take shelter in forests etc to save their lives. Even the women are being subjected to dishonor and sexual parecution. Like all democratic people we do condemn and oppose these acts. But at the same time the situation has become complicated due to the activities of the CPI- (Maoists).Our democratic sense imbues us to demand that every person must be allowed to express their opinion and act according to their belief, and also that no one should be gaaged, tortured or killed for holding opposition views. We oppose and condemn CPI(M) just for these trampling and raping acts on people’s democratic rights, which it has done during their rule in West Bengal, and has even been doing this at the present moment in Keshpur and many other places. But the same acts are being done by the cadres of the CPI(Maoist) Party in West Medinipur, along with their politics of individual annihilation. In our opinion, these acts of theirs are harming the process of mass-upsurge in West Bengal, and , in particular, the people’s glorious movement in Lagarh. At the same time these activities have been creating some sort of ‘justification’ for the state-terror and CPI(M)’s party-terror. While condemning the state-terror and all party- terrors performed by CPI(M) and other parties, we also do oppose the above–referred activities. When the state is making schemes for imposing state-terror on a larger and much-co-ordinated scale, it is not possible to carry forward the mass-upsurge in West Bengal by abandoning the mass-movements and following the politics of trampling of opposite views and policy of mass-annihilation. This lesson has been learnt again and again from the concrete experiences of the past. Shouldn’t we ponder over once again? Shouldn’t we ponder over?
